2 tsp low-fat milk , 99.7% fat-free
½ tsp powdered sugar

How to prepare?

Combine all the ingredients in a bowl and whisk well. Refrigerate for atleast 30 minutes.

Place the cabbage and celery in a vesselful of ice-cold water for half an hour. This will make them crisp. Drain and keep aside.
